Every account includes its domain, the DNS and the setup. The rate follows the size of one order, and quarterly billing takes another 5% off. Compared against Microsoft 365 at €7.28 a mailbox a month.

At this volume Google Workspace is €499 a month cheaper, but Google needs 46 more domains to get there. That is a one-off cost to weigh against the monthly saving.

The rate comes from the size of one order
Order 300 accounts and all 300 are billed at that tier’s rate. Order 300 again next month and the second order is priced on its own 300, not on the 600 you now have. If you want the better rate, order the larger number in one go.
Quarterly billing takes 5% off
Pay for three months at a time instead of monthly and the whole invoice drops by 5%. Same accounts, same limits, one invoice instead of three. You choose it at checkout.
Prices exclude VAT where applicable. Domains are billed once with the first invoice of the order they belong to.

A domain is a one-off charge on your first invoice. The yearly renewal price sits right next to it, so year two is never a surprise. Google needs far more domains than Microsoft for the same number of accounts, so this table matters more if you go that way.
